Rules of Order and Procedure  

Burch Creek Elementary 

2024-2025 Community Council 

 

In order to run a cohesive council and promote ethical behavior(s) each council member shall: 

 

  • Attend council meetings being on time and prepared 
  • Make decisions with the best interest of students 
  • Listen to and value all opinions
  • Discussion decisions as a council and provide feedback 
  • Act with integrity
  • Be accountable and prepared for accountability

 

Rules of Procedure: 

 

All meetings are open to the public and the public is welcome to attend.

 

The agenda of each upcoming meeting will be made available to all council members at least one week in advance through email. The agenda will also be posted on the school website one week in advance. The agenda will include the date, time, location and items of discussion. 

 

Minutes will be kept at each meeting, sent to committee members via email for approval and then reviewed at the next council meeting. The council will be made aware of the date and time of meetings during the school year. 

 

The council will consist of the principal, 2 school employee(s) and 5-8 parent members, depending on interest in the community. (Size of the council should be determined by the council, but councils are required to consist of the principal, at least one school employee/representative and at least four parents with a two-parent majority on the council). Elections will be held in the fall of the school year. Voting will take place electronically and sent to all parents for voting. The chair will work closely with the principal to conduct the council meetings. If the chair is not present or available, the principal or vice chair will conduct the meeting. The council must have a quorum to vote. A quorum is equal to a majority of council members. 

 

If a council member is absent from two consecutive meetings, the chair or principal will notify and explain if that member does not attend the next meeting, the council will consider the seat vacant and the remaining parent members will appoint a parent to fill the seat if necessary, to stay in compliance with the 2 parent majority. 

 

If council members have a conflict of interest they will be asked to disclose the information to the committee. 

 

Council actions will be taken by motion and voting with votes and motions recorded in the minutes. 

 

Council members will use simple motions of Parliamentary Procedure for voting. Council and Community Members can access Parliamentary Procedures with the following link referencing pages 6,7,8 for motions of meetings.
